Red Dragon v0.38

Red Dragon, a Virtual Boy emulator with a cool name, has been updated today! Nothing is necessarily listed as new, but the emulator is said to be almost complete. Another emulator is in the works from the same author called VUE32, so we will have to keep an eye on that one.
