Raine v0.38.0

Raine is a very popular multiple arcade emualator for Windows and DOS and is MAME's biggest competition, most would say. It hasn't seen an update since January, but that was started over today. Only a Windows version of v0.38 is available right now. Unfortunately, no what's new list can be found on the homepage, or in the file itself. Maybe we'll get one soon.
