NSRT v3.0 DOS

NSRT, a utility for checking and altering SNES ROMs, was recently released with only Windows and Linux binaries. However, the author has updated the DOS version yesterday. The author also would like to inform everyone that people have reported some GUI bugs with the Windows version under certain configs, so if you fall under this category, use the DOS version instead.
