NeoPop v0.64

- Drastically fixed the sound chip output, no more bad notes.
- Removed stereo option as the system isn't.
- Fixed a rare crash with the advanced EEPROM access from v0.62.
- Horizontal interrupt timing is more accurate.
- Fixed "Memories Off Pure" intro, it will no longer flicker.
- Glitches in "Super Real Mahjong" are fixed, but game is unstable.
- Added a hack to force "Cool Cool Jam SAMPLE" into colour mode.
- Added a hack to force "Dokodemo Mahjong" into mono mode.
- Fixed several bugs in the CPU core.
- Fixed the options menu in "Cotton".
- "NeoGeo Cup '98 (Mono)" is now playable.
