Mobile Police Patlabor and Kid Dracula Translations

Kitsune Sniper has released a pair of patches today. First is a brand new translation of a platformer originally called Kidou Keisatsu Patlabor. The translation, renamed Mobile Police Patlabor, is complete, though there's a small bug described in the readme. Also, Kitsune forgot to translate the ending to Kid Dracula, so he released an updated patch for that as well.
