A new Save State Editor for Dragon Ball Z, Legend of the Super Saiyajin has been released by Mage. It is designed for .ZST save states. The editor is written in Visual Basic 6, so requires the run-time libraries (free download from Microsoft). Good interface and plenty of features. Download it from the Cheating Utilities page.
