No, it's NOT closed (but it even tricked me a few days ago). The correct URL is fpse.emusphere.com. And on a related note, the ePSXe site seems to be down with only "epsxe.com will be back up soon, sorry for the inconvenience." on the page. Thanks to dark mega for the tip.
