Blaster Construction Kit v0.1.1 Alpha

- Added program/copyright/warranty info to the usage help
- Removed the -e option from usage, as it doesn't actually do anything yet anyway
- Removed the scroll border option from -d, as it's not implemented yet either
- Added 'bck.cfg' to specify graphics window size as well as ROM name to read
- Renamed the .cfg files to include "t" or "o", for tank and overhead sections respectively
- Added overhead .cfg files for all levels
- Cleaned up the tank .cfg files to include the correct number USBlocks, SBlocks, and Blocks, instead of the default 'FF' values
- Added -l command to show some low-level info, for you tech heads out there.
