FE is short for Family Emulator. The author calls this a "60 pin 8 bit NTSC console emulator for DOS"...in other words, it's an NES emulator. It supports NES (iNES), FDS (fwNES), FAM (Famicom) and PRM (Pasofami split) file formats and has a slew of mappers.
